The document does not specifically mention Huawei, but since China is not a member of North Atlantic Treaty Organization, Organization for Security and Cooperation in Europe, or the European Union, if Portugal's cabinet approves the security council's recommendation, the country could ban the company. Huawei, along with other Chinese vendors such as ZTE, could be effectively excluded from participating in Portugal's 5G network.
