넷플릭스와 SK브로드밴드 간의 해묵은 법적공방으로 대변되는 ‘망 이용료’ 논쟁이 올해 국회 국정감사에서도 되풀이되고 있다. 최근에는 구글까지 이에 가세해 대놓고 ‘입법 저지 운동’을 펼치며 대대적인 장외 여론전을 이어가는 중이다. 문제는 구글, 넷플릭스 등 글로벌 빅테크(콘텐츠사업자, CP)와 국내 통신사(인터넷서비스제공사업자, ISP) 간의 ‘망 이용료’ 공방에서 저마다 ‘소비자 피해를 우려’하고 있다는 점이다. 이는 다른 말로 어느 쪽이 승리하든 패배하는 쪽에서는 그 비용을 소비자에게 전가할 것이라는 것을 의미한다.
