The CMA determined that while Microsoft has a certain level of influence over OpenAI, this investment will not change the governance structure between the two parties. Meanwhile, the US Federal Trade Commission (FTC) is still investigating this investment. The FTC is concerned about the possibility of Microsoft extending its dominance in the AI sector, similar to its position in the cloud computing market. As a result, the final approval in the United States remains uncertain.
