Trump described Nvidia’s H20 chip as “obsolete” and emphasized that the latest AI chip, Blackwell, would not be allowed to be sold to China without a 30% to 50% performance downgrade. The U.S. is using advanced AI chip export controls to prevent China’s technological leap and protect national security. AMD is also expected to pay a 15% fee for exporting AI chips to China.
