The French government has launched a criminal investigation into the social media platform X (formerly Twitter) on allegations of algorithm manipulation and unlawful data collection. The probe intensified following media reports in January and was officially opened on July 11. Prosecutors are also examining whether the platform was involved in election interference. Notably, they have classified X as an “organized criminal group,” raising the severity of the investigation. The French government has requested X to provide the structure of its recommendation algorithm and real-time data on all posts across the platform. However, X has refused to comply, questioning the fairness of the investigation due to the involvement of experts who have previously expressed hostility toward the company. In particular, X has objected to the participation of David Chavalarias, director of the Paris-based Complex Systems Institute (ISC-PIF), and AI engineer Maziyar Panahi as expert analysts. Both were previously involved in research critical of X. X’s Global Government Affairs department issued a statement condemning the investigation, led by French parliamentarian Éric Bothorel, as a “politically motivated crackdown.” The company asserted that “this investigation egregiously undermines due process and threatens both freedom of expression and user privacy.”
