빅테크, 플랫폼 기업에 대한 정부의 입장이 자율규제 방침에서 다시금 엄격한 사전규제안으로 선회하며 국내는 물론 해외에서도 이에 대한 우려와 성토가 이어지고 있다. 우선 학계와 업계에서 지적하는 부분은 ‘이 법이 과연 해외 플랫폼을 규제할 수 있을 것이냐’는 것이다. 국내에서는 애플, 구글과 같은 글로벌 빅테크를 대상으로 수 차례 규제 시도가 있었지만, 대개는 법적 공방으로 이어지며 실효성 논란이 끊이지 않았기 때문이다.

Microsoft has criticized Apple's new app store rules as a "step in the wrong direction," adding another voice of opposition to Apple's new plan to comply with EU tech regulations. Apple is proposing to charge a new "core technology fee" for apps that want to operate in the EU that use third-party app stores. This would mean that developers would have to pay €0.50 per app installation per year if they used a third-party app store to get more than 1 million downloads. Apple would also continue to charge a 17% fee to developers who use third-party payment processors. "Apple's new policy is a step in the wrong direction," said Sarah Bond, vice president of Xbox Game Creators and Ecosystem, in a post on Xbox, "We hope they will listen to feedback on their proposed plan and work toward a more inclusive future for all."
